If you belong to Assam and you have studied in Assam from 7th to 12th from the Schools of Assam, you are eligible for Assam State Counseling. Even though you have studied your 11th and 12th else where, by the virtue of having the PRC and domicile certificate of Assam, you are eligible for participating in Assam State Counselling. No, you can't apply for that, you will be only eligible for that seats if you have domicile of that state and fulfill all the eligibility of Assam State neet counselling. You can apply only in the state from which you belong/ or you have domicile. All the converted seat of the AIQ in state quota are filled by the respective State counseling. So if you have not a domicile of Assam than you are not eligible for that converted state quota seat

Comparitively Assam Engineering college is better than Jorhat engineering college in placements, infrastructure, facilities etc.

Placement : More than 70% students get placed every year. The highest salary being 17.5 LPA and the lowest being 4.8 LPA with an average of around 6 LPA . Capgemini, IBM, Wipro, Parking Rhino, Jio, Tata etc. Software Developer was the role offered. Most of the students get internship in reputed companies like Intel, Tesla, Amazon etc.
Infrastructure: Wi-Fi is available without any disturbance throughout the campus, Classrooms are well furnished with smart class facility, college has the super computing center. You can play any sports you want except swimming, food in the mess and canteen is good enough. College has its own hospital for treatment of students.
Faculty: Teachers are qualified enough and are very helpful regarding any matter like academics, internship as well as for self development. Placement : More than 50% students get placed every year. The highest salary offered is around 10 LPA and the lowest being 3 LPA with an average of around 4 LPA . Companies like TCS, Wipro, ONGC, etc.
Infrastructure: Wi-Fi is available in all places. Hostels are cleaned and they are cheap and good. New library has been set up although it provides a lot of varieties but books are a bit old nowadays so a repair might be required. Or else it has everything for any student.
Faculty: Good and very experienced teachers. Well developed course curriculum. It has lots of projects of daily life which makes it really good. Also there is chance for paper presentation given by teachers which is very essential for someone who wants to continue their career in academics.

Although your roots are from Uttarakhand, but still you will not be able to utilize the facility of having Uttarakhand State Qouta. The reason behind this is that you completed your class 12th in the state of Assam. Basically, the Home State Qouta, means the state of India in which the candidate has completed his/her class 11th and 12th.
As you said that you were born in Assam and have completed your class 10th and 12th in this state itself, you will be eligible for the home state quota of Assam only. So If you are an Engineering aspirant and preparing for the ALL INDIA ENTRANCES then based on your ALL INDIA RANKING the home state quota eligibility will be applied for the state of Assam, not Uttarakhand. Same goes for the Medical Entrance Exams as well. About 85% seats is reserved for the Home state candidates and remaining seats is for the rest of India Candidates( for NEET).
Let me give you an example of one of my friend. He secured a ALL INDIA rank of around 49000 in JEE MAINS exam and the the round in which he got the seat had a closing rank of around 51000 . He was from the state of Assam ( Home State ). He got a seat in the department of Electrical Engineering in NIT Silchar, whereas on the other hand for the other state quota the closing rank was around 25000 . This was by the end of round 5 counselling. He originally was from the state of Bihar and also his certificates had signatures from the authorities in Bihar. But since he had completed his schooling upto class 12th in the state of Assam, he was able to get the seat in NIT Silchar based on the home state quota eligibility.
