Hope you are doing great as per the question asked by you, you should work hard and should focus on achieving high and high in entrance exam it totally depends upon the examination if paper is simple then cutoff goes high gradually and if paper or examination is hard then cutoff goes down. No you don't need any particular criteria. But you have get diploma degree with minimum 45% marks or your 12th class marks minimum 45%. Then you can apply for it. Infact the evening classes equally valid with day classes.
If you doing your evening classes then you can do part time job in the morning. It will be beneficial for you. You just check which colleges give you this opportunity.

If you just want any good government college with ece branch then yes you can get it with your jee mains percentile you can check those college here

But if you are hoping for NITS OR IIITS then unfortunately your chances are not that high , you might get but definitely not ece branch and fir any branch also you have to wait till the special rounds of counselling.
The question seems to be little not understanding because you have nit mentioned the name of any particular college regarding which you have looking for but as you want know about Scholarship than you have to contact to the officials of that particular college so that you can get a proper information about how to avail the benefits and also the complete fees structure of that particular college.

Once you have declared a certain category in JEE mains you can't change it. If you have declared yourself in general category it remains the same throughout till the counselling. To get into government colleges you need a high cutoff for general category or you can get in with a caste certificate in a comparatively low cutoff. Now you will have to check previous year cutoffs for general category for these colleges if you can get in then its good.

Yeah! after your Diploma in Computer Engineering you can take admission in BTech/BE course such as CSE, CSE with cyber Security etc by qualifying the lateral entry exam organized by your state. If you qualify the lateral entry examination then you can directly take admission in the 2nd year of BE/BTech. In Maharastra there are no lateral entry examination organized by the state but you can take admission on the basis of your merit marks gained in Diploma.
