The maximum attempts you can have for answering JEE Mains examination is three. So, if you have already answered twice then you can appear for JEE 2021. Also, note that you need to have at least scored 50% in Physics, chemistry and Mathematics in your class 12th board exam. If you fulfill these eligibility criteria then you can appear for JEE 2021.

However, if you have already answered JEE Mains for 3 consecutive years then you cannot appear again.

According to the category rank you have mentioned in the question you cannot get CSE neither in any of the NITs or any other good college as per previous year's cut-offs but I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks. As you are talking for Heritage Institute of Technology so there are very lower chances or even no chances of getting CSE in it on the basis of your category rank.

Note that the cut-offs are bound to change every year depending upon various factors.

see you have to check the official website of the school or junior college or any other institute which is affiliated under bihar education board and need to check the last date for form filling. however dates can be changes as per the institutional policy. if the institutes are open now you may directly contact with the school authority.

Coming to your query scoring highest marks in one subject doesn't make you topper., For becoming topper in the examination you have to score highest marks in every board examination.

Particularly by getting highest marks in group subject is huge benefit for you in jee and other entrance examination.

Also you mentioned that you are writing improvement exam ,my suggestion write improvement exam for all the subjects in which you  got less than 75%.
