Yes, PCB students can also apply for BE in Biomedical Engineering. The criteria regarding stream in class 12 is : The candidate must pass class 12(or equivalent) with Physics, Chemistry and Maths/Biology. Every course requires Mathematics.

can I take admission for biomedical engineering without maths

As per the subject it would be beneficial for you to take maths as 3rd subject. But if you had PCB and you still you want to pursue it you could absolutely do so as many students opt for biomedical engineering though they had PCB just that they have to do some extra efforts as they didnt had maths.
