IERT Allahbad is fair to do college if you are pursuing B.TECH in Electronics and Instrumentation engineering. Most of the teachers teaching here are IIT/NIT qualified and placement scenario Of this college is also more or less fair. In the department you are asking , the average placement go around 75-80% of the batch and the avg.salary offered is around 4-5 LPA.
Instrumentation engineering nowadays has much scope as other branches of engineering. Mostly their job is to create and develop new control systems, analysis of data management, and testing and Maintenance period. It has emerged over the years as one of the most demanding engineering streams that students take interest in.

The placements for Electronics and Instrumentation Engineering in NIT Silchar .is about 70% of total batch strength is placed . now and in CSE, ECE, EIE department 100% eligible student is placed. The major difference between Electronics and Instrumentation engineering and Electronics and Communication Engineering is the instrument study and communication study . Yeh electronics part of both the engineering is kind of same where you study of Electronics components like transmitter, receiver, BJT etc .while in EIE you also study about Instrumentation which eman study of instrument . It is an industry based engineering that have developed in recent years in India which deal with an installation, automation , calibration of instruments in Industry .
While in ECE you study about the communication field like wifi , IOTs a common example is out Sim cards application and many more . Both branches are good in their sides . If you are from ECE there is a chances of you getting a software company also . The companies providing job to both of the branches are quite same .

You have mentioned two courses that is bio medical engineering and other one is cardiac card technology. Firstly both the courses are quite different from each other. In bio medical engineering the fresher graduate gets an average salary of 20,000- 30,000 per month. Next the in cardiac card technology you have to work in hospital in OT and have to involve in different operations. Also you have to do an internship to get better job.

Its a common things happen with mostly every students i shared my personal experience .I'm 2019 pass out from btech in specialization of Information technology . I have 9 back papers in my first year but when i go through the branch related subjects i secured good marks and at the time of final year i had cleared every papers with 7.5 GPA scores .So dont be worry for low scores in your test its not big issue try to solve that issue but change branch is not good decision and now it is might be not possible because he has not good score and at least 8 cgpa is required to change the branch .I formally informed that civil engineering is also not easy branch its very top its including heavy mechanics with mathematics .
So as per my suggest calm down and prepare for exam now onwards and i will definitely he will good scores in 2nd years if he will study with interest .
