Yes, a student can change their education board after completing class 10th. A student has the option to leave cbse board and take state board for class 11th and 12th.
But I suggest you to continue with the board you have studied in earlier classes as it will be beneficial for you in 12th board.

Being a student of State board has nothing to do with the Admission in Oxford University.For getting an acceptance letter from Oxford University, you are required to be very good in academics as well as in your extra curricular activities. Apart from that, you are also required to obtain good score in English Proficiency test say IELTS/TOEFL.

No, maths is not compulsory for doing B Com hons and Also not for CUET exam for BCom Honours. Eligibility criteria for Bcom hons is tha you must have studied Commerce in class 11 and 12 with Accountancy, Business Studies, Economics and English as main subjects. The minimum cut off marks criteria is subject to each colleges own admission criteria for that year.
