No, not only in NIOS, in fact any of the board do not allow Open Book examination as it is considered as unfair means and malpractice. Therefore it is not practiced.
NIOS is Open schooling board it conducts board exams as well as On-Demand Examination so that any candidate should not waste his/her complete year.

Since you are failing one subject, that is Physics, then it would be better to give re examination for this only like you have suggested. There will not be any problem if you can clear this exam and present the marksheet before the NEET admissions begin.
However, this is the academic eligibility criteria for NEET 2023 -
Candidates must have passed 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology, and English as core subjects from a recognized board.
Class 12 or equivalent appearing aspirants are also eligible to apply for NEET.
There is no restriction on the maximum number of attempts for NEET either.

Yes you can change your CBSE Board to JKBOSE in class 12 but you will have to give a proper reason to CBSE for changing the board then only CBSE permits you to change the board.
Further you can contact the school you wish to join and they will provide you the information regarding changing board, documents required, etc.
So if you want to change the board then mention your reason and submit it to CBSE requesting to change your board

NATA sets 70 marks out of 100 as qualifying. And your marks is pretty high than this. Definately going to better colleges. However, Cutoffs for NATA are calculated a bit differently from others.
Your Higher secondary marks is added to half of the NATA score you secured. That is,
92.25 + (110÷2) = 147.25
NITs and IITs do not provide architectural courses. IIT Roorkee and Kharagpur do provide but no based on NATA score.
Other colleges you can check are mentioned below:

3. RV School of architecture.
4. Department of Architecture, BIT Mersa.

You have a great score as Kamala Raheja Vidyanidhi Institute for Architectural and Environmental studies set their cut off at 72 in 2021 and 68 in 2020. So definately an entry. For Rachna College, the Cut off goes like
12th Marks + 1/2 of NATA score i.e.,
85+62= 147.
Cut offs are of open category.
The college eligibles candidates above 145 to apply for the course. But the competition is too high to get selected as previous year records say 157 as the cut off. Don't worry, they change every year. And this year, may be it's your turn.

Dear aspirant,
The minimum requirement of 75 percentage to get admission into NITs/IITs were scarped of this year as result of the pandemic. Generally, it is not possible to get into NITs/IITs without this 75 % cutoff.
This has not been made into a policy decision yet.
Hence we really can't predict if the admission situation will be any different next year or if they will provide a relaxation for the droppers.
