The Central Government of India has introduced a Common Eligibility Test (CET) which would be conducted by National Recruitment Agency (NRA). Through the Common Eligibility Test, it will eliminate multiple tests and save precious time as well as resources. All the raliways, SSC and Banking examination will be brought under CET and the newly formed agency NRA will be responsible for conducting it. The CET would be available in a number of languages. It will be conducted in 12 different languages. The validity of CET score would be of three years. This test will be very fruitful for candidates as it will save their precious time as well their resources.

The certificate is only valid if it is issued under central OBC list issued by central government for OBC NCL otherwise obc certificate issued by state government will only be valid in the state only because you come under state OBC list.And as per as JOSAA rules candidates could not correct the application once submitted and hence you ll be considered general candidate only.

As of now there are no chances for further postponement of JEE and NEET 2020 because it has already been delayed by almost four months and Hon'ble Supreme Court has also passed the judgement for not to do further postponement of NET and JEE 2020.
So now NEET will be held on September 13th and JEE-Main wil be conducted from September 1st-6th and JEE-Advance is on September 27th for sure.

Your query is not clear to me. I am providing this information in general basis.
You don't need to have domicile certificate for JoSSA counseling. JoSSA works differently, you neet to have 10+2 certificate which will work as your proof of home state. The state in which you completed 10+2 (address of school) works as home state. Suppose you are born in punjab, but you father works in Maharashtra and you completed your 10+2 from Andhra pradesh, then Andhra pradesh will be considered as your home state.

Yes there is a difference. This is not in every case but with those castes which have different category in different states. There is a central caste as well as state caste. For example a person comes in OBC category in his own state but all over India the caste comes in ST category. So you need to get a central caste certificate for central government exams.

IIIT-D is an autonomous Institute of Government of NCT Delhi, much like IITs are autonomous Institutes of Govt. of India. There is no role of any private body in the governance of IIIT-D, and there is no mention of words like "PPP", "Private", or "Partnerships" in the Act or the Statutes.
As per my knowledge IIIT-Delhi has Income linked fee waiver scheme only for Delhi students.
The Average Salary Offered in 2019 for CSE branch is 17.43 lakhs .
