This is because,

Your father is working under central government i. e government of India.

For reference,

UP state eligibility is given below:-

One needs to fulfil any one of the following in order to be domicile of UP and thus be eligible for UP state quota :-

*************** You must be native of UP and your father should be a Resident of the state of UP.

*************** Your  parent/s should have lived UP for at least  3 years.

* ************** Your parent/s should be working with the Government of India.

*************** If you have passed your 10th and 12th from the state of UP, then you don't need to furnish domicile certificate and you will be eligible for UP state quota

**************** If you have have passed either your 10th or 12th from UP, then you need to furnish UP residence proof of your parent/s in order to be eligible for UP state quota

Having completed 12th from Delhi, you are also eligible for Delhi state quota.

This is because,

In order to be eligible for the Delhi state quota seats, you need to  pass your class 12 from any school located in Delhi- NCR, affiliated to boards :-

• CBSE,

• ICSE

• or JMI.

There are different scientist post offered by the Indian Meteorological Department, where the common eligibility remains as Candidates with Masters Degree in Physics, Maths, Chemistry, Meteorology, Atmospheric Science / Atmospheric Physics, Oceanography, Geophysics, Remote Sensing etc. from a recognized University can apply for this post. As far as your ews certificate is concerned and if I go with the state government rules then ews should not be issued below the rank of sub divisional officer and tehsildar.

So ,your ews certificate is valid for the educational purposes.

Ews certificate is issued by those candidates whose:-

1- Family income is less than 8L per annum.

2- Who does not own more than 5 acres of land.

3- who does not have more than 1000 sqft of flat.

You have not mentioned the application form for which you want to make corrections. If you are talking about any entrance exam application form or College admission application form then you will get mostly have chance for Correction window during which you can edit your details but in some cases this option is not available my some application form providing exam or College.

No you will not be considered under OBC-NCL reservation category for admission to either NSUT/IIIT-D/DTU. This is because if your category does not lie under the central reservation list of OBC available on the official website of NCBC and therefore you cannot use the OBC reservation certificate issued for state level benefits of Uttar Pradesh, in Delhi colleges.

For admission to aforesaid institutions you need to appear for JAC counselling for which you will have to use your category as general until and unless you lies under the central reservation list available at the official website of NCBC.
