Please be a little more clear with your question. Staying in karnataka and having the 3b certificate entitled you to a number of opportunities. The opportunities would involve the getting of admission into different colleges based on the reservation quotas and such routes.
only if you have a caste certificate or some supporting document then only can you use the obc quota in applications. if there is some mismatch in your application you can check for the correction dates and edit your application. mostly the correction window opens as soon as the registration closes. you can check for that of if you have an obc certificate, look no more!

Hindu Lingayat Panchamasali is not included in the OBC category.
In Karnataka, they apply to category 3-B which has a reservation of 5% but in the center list, they are regarded as an unreserved section.
There are provisions made by the Karnataka govt. to convince the central govt. to include it in the OBC category the final decision has not been finalized yet.

General rules for validity of caste certificate is the candidate should be of domicile in the same state for caste certificate and domicile certificate. As you have caste certificate from Bihar and have domicile certificate from the state of Maharashtra so the caste certificate from Bihar will not valid in the state of Bihar as you are domicile of the state of Maharashtra.
The eligibility criteria for appearing Maharashtra common entrance test : the eligibility for appearing Maharashtra common entrance test which is taken for undergraduate engineering pharmacy and Agriculture courses candidate has to pass HSC 12th class with physics chemistry mathematics or biology and English. Those who will appear for pharmacy course they have to qualify in 12 science with physics chemistry biology and English and those who want to take admission in undergraduate engineer courses have to pass 12th class with physics, chemistry, mathematics & English. The exam is taken on the CBT mode that means Computer based test and the time duration is 180 minutes and the number of questions is 150 is divided into two sections like physics chemistry mathematics or physics chemistry biology that taken separately. Total marks of MHT set is 200 for 150 questions.

yes a commettee has been setup by the government to review the criteria of ews and , its is likely to reduce the minimum family income criteria ( which now is 8LPA ) the to less than 8LPA , and may also increase some benifits .

The Central government set up committee to again re check the eligibility criteria for General EWS quota. Because for those people belongs to general category if their parents annual income is less than 8 lakh per annum, the can utilise the EWS reservation. As same as for those people belongs to OBC, if their parents annual income is less than 8 lakh pr annum, they will come under Non-Creamy Layer. These NC-OBC people can utilize OBC reservations.
But for both cases, its fully depend on the annual income. There is no difference between General and OBC people.
So the newly formed committee will check that can we keep this 8 lakh eligibility for both communities or should we need to modify kind of they will report.
