You can get seat in vit campus even with rank 40,000 .but yes according to your rank you devide in category where category 1 consider best with low fee as compare to other category .
If you get under approximate 13,000 rank you fall in category 1 ,but after 20,000 rank category 2 starts that mean Candidate have to pay some extra fee than category 1 students for seat .
As per previous year cutoff record the approximate cutoff for civil in vit campus is around :-
Chennai campus :- 29,000
Vellore campus. :-. 14,000
There are many factors on which cutoff are dependent and that why cutoff vary every year

In 2021 a candidate with rank 33806 secured admission to Civil Engineering in Manipal Institute of Technology, Manipal campus. Based on the previous year cut off as mentioned above you have decent chances to get seat in MIT, Manipal in Civil Engineering. But cut off is subjected to change every year, it may increase or decrease depending on the total number of candidates applied, difficulty level of examination and total number of seats available etc.

So with regard to your query, if you do not surrender the seat, then it will automatically get cancelled by itself. Further, you can write KCET exam as many times as possible, even if you had not opted for the seat that you secured. Further the minimum age to give KCET exam is 17 years and the maximum age is 25 years. So until the age of 25 you can give the KCET exam.
However, as you have not joined in the college that was provided, you need to wait for at least one year again to give another attempt of KCET exam as it is held only once in a year.
