Yes, diploma holders of engineering branch are eligible to apply for an entrabce exam for B.tech courses.
Some universities take the entrance exams to get lateral entry admission in second year B.tech courses, while some university take admission on the basis of the merit marks. After successfully completing the 3 year diploma course you are eligible to take admission to any B.tech courses from second year. This is called lateral entry admission.

Earning money must not be the pnly motive of your life, you must look for long term opportunities. Civil engineering is a branch in enginering course. It is also a four year undergraduate course .
As you have mentioned what you can do after pursuing civil engineering, you can try for these jobs as per your interests.

As per your query , if you complete your undergraduation with civil then you have the opportunity to give the GATE exam for doing MTECH which is post graduation course as well as if you will get good rank then you will also get jobs in PSUs. It is of great importance for the infrastructural growth of the country. You can also go for other master's programmes like ME (Highway Engineering) , ME (Civil Engineering), ME (Geotechnical Engineering), and so on.

See from the job perspective, the core jobs in any of the fields mentioned above are getting low and low day by day. So if you wish to go for any of the course among this course then go for the Civil Engineering. See Civil Engineering have a need of quite a large number of engineers in the construction industry. So if you go for it, then getting a job can be easier if you have skills. If you don't even get a job, then also you can practice as a Planner in your Municipal Area. So the alternate way of getting settled is there in civil engineering.
Now if you want to go among the Mechanical Engineeirng & Automobile Engineering, I would suggest to go for Mechanical Engineering because its a much bigger field compared to that of Automobile engineering and the sector is quite large. Being an Mechanical Engineer you can work in Aeronautic sector, Mechanical Sector, Automobile sector, Production sector, Chemical sector etc. So if you have to choose, then choose between Mechanical Engineering or Civil Engineering as this are broad field with good scopes (provided you should have to get the industrial skills).

The placements for civil Engineering in DTU is good as compared to the other colleges. There are very few colleges in India which provides good placements in core engineering streams like nit Jamshedpur, nit Jalandhar, nit Trichy, warangal surathkal and few more colleges.

If you wish to do MTech after BTech in Civil Engineering, then you have to enroll for the course of M.Tech Structural Engineering . The admission to this course is provided on the basis of GATE , VITMEE .
The placement ratio for the MTech in Structural Engineering is around 8% for the session 2020-21 & 13% for the session 2019-20 with average pay of around Rs. 7 LPA CTC.
So no! for the Strutural engineering, there is no 100% placement but in fields such as Big Data Analytics, Communication Engineering, Computer Science Engineering etc the placement is around 100% for most of the years.
