Candidates on completion of the 10+2 (PCM) Examination or while in the 12th standard are eligible to compete. Successful candidates join the NDA or Naval Academy as Naval cadets. Combined Defence Services Examination (CDSE). University graduates are eligible to appear in the examination.

See CSE and CE are both good branches of engineering and both are required for a better world. Now if you want to go for a good job in IT and if you want a good number of job options available after your BTech and if you want high salaries then going for CSE will be a better choice. Civil Engineering have job aspects but the recruitment rate is higher for the Diploma Engineers compared to that of the BTech/BE engineers. Although if you aspire to go for the government jobs then Civil Engineering can be a good choice. But if you want to go for the Private sector then the salary packages are not good and also for most of the cases, Civil Engineers have to work in the non-core fields such as Marketing, Sales, IT etc with relatively low salaries. Now its your decision what you will do.

I fervently hope that your JEE MAINS preparation is going inn full swing. You are aiming for top a rated NIT i.e NIT Silchar. Since, this is a top rated NIt, you would have to score good marks in your examination to get your desired branch irrespective of your category. However, since you have not mentioned your category, I'm considering you as a general candidate. In order to get civil engineering branch in NIT Silchar you need to score a minimum of 94+ percentile and for this your rank would be around 35-45k. To be on the safer side, try to get as best rank as possible. This is because JEE MAINS cutoffs keep on fluctuating every year and is different for different category students.

Civil engineering is generally least proffered nowadays due to its low placement ratio. In today's world, placement ratio is dropped a lot for core branches such as electrical, mechanical and civil. You can pursue these branches but make sure placement is very low. Many top colleges provides opportunities but low tier colleges do not.
A student needs to look for jobs if they fit the criteria then they will be employed else not. First ask yourself why you want to pursue civil engineering, if your mind is fixed for it then go for it.
Since you have not mentioned the location near which you want the civil engineering colleges so it is hard to provide you the appropriate answer.
