Both the colleges stand good on the the factors below:
The branches you are getting are also good core branches wide wide career options, will provide a brief overview about both.
Civil Engineering is more concerned with structures, construction management, resource conservation and material studies.
Mechanical engineering on the other hand comprises all sorts of machinery, automations, materials and heat and mass transfer.
I would also like to add here that an engineering course should be very much taken with an interest in the field so I would suggest you to consider that factor and if you are not aware of the branches mentioned look them up on the internet more reliable will be to go through the syllabus on the respective colleges' website. An interest in the field is the key factor in deciding how your 4 years of college will be and what opportunities you will land for yourself.

MECHANICAL ENGINEERING IN IIT KHARAGPUR
IIT KHARAGPUR is good college in terms of infrastructure, academics and facilities.
The placements of this branch in college is 75%.
Average package offered to students is 12 LPA and highest is 32LPA.
Major recruiters are Mercedes and Tata Motors etc.
CIVIL ENGINEERING IN IIT GUWAHATI
IIT GUWAHATI is also good in terms of infrastructure, facilities and academics.
The placements of this branch in college is 65%.
Average package offered to students is 10 LPA and highest is 42LPA.
Major recruiters are Schlumberger, JSW and TATA.
Nope! Civil Engineering in terms of employability or packages isn't comparable to that of CSE. CSE gives a better placement and packages and in IIT's its far better than this. So if you choose civil engineering in NIT Jamsedhpur its good but its not as good as that of the CSE at IIT's.

Undoubtedly ECE Dual Degree at IIT Kharagpur has much better career scope and placement prospects than Civil at IIT Madras. ECE as a branch is quite interesting, and effectively is a wide branch with verticals extending to Computation, Electrical Technology, Material Science, Automation & Robotics and nowadays IoT and AI.

People who have achieved there bachelors in Architecture are only eligible for the course of M.Arch. So if you are from Civil Engineering background you can't do M.Arch but you can do M.Plan program which is essentially one of the equivalent program of M.Arch.
