Hello,
Yes, it is possible to change your branch after diploma engineering if you go for higher studies i.e. B-tech if you don’t want to continue in same branch but it is not advisable to do so. If you have accidentally landed in wrong branch and completed your diploma but now you want to change the branch so then it is good and you can do it.
All the best!

It is very difficult to predict the actual cutoff of different colleges as it changes every year based on different factors like how many candidates appeared, how tough the paper was along with how many seats are available in different universities and performance of candidates appeared.
Based on your rank the colleges you may get are:

Dear aspirant,
As you have secured 4.5k rank in ts eamcet 2021 and you are wanting to take admission in civil engineering branch in jntu Hyderabad so let me tell you that you stand fair chances of getting into this branch .
However there are certain factors which decides the cut offs like number of candidates appearing in the examination, number of vacant seats in college, previous years cut offs difficulty level of the paper.
As per my knowledge you would get it as the cut offs will not vary that much but note it depends on above factors.
