Having passed 10th in 2020, you should ideally pass 12th in 2022 itself. From your question it seems you have a gap year between 10th & 12th but it doesn't matter being 12th appearing for the first time in 2023, yes you will be eligible for both jee advanced 2023 & 2024

Considering pandemic, there's one time measure for students who had passed 12th in 2021 & 2020.
For 2021 passed :- Those 2021 passed students who had qualified jee main 2021 and had registered for jee advanced 2021 but couldn't appear in the examination are directly eligible for jee advanced 2022 without appearing in jee main 2022.
For 2020 passed :- 2020 12th passed students are also eligible for jee advanced 2022 after qualifying jee main 2022 provided they have appeared in only one of 2020 or 2021 jee advanced or none of them.

No, you are not eligible to apply for NDA. This is because only the candidates who have passed 10+2 or appearing in the examination are eligible to apply. As you will be in class 12th this year you are not eligible to apply. You can apply next year provided you must pass in 10+2 examination and obtain the certificate on or before the cut off date specified. If you want to join Indian Naval Academy or Indian Airforce Force Academy you must have passed 10+2 (or appearing) with Mathematics, Physics and Chemistry from a recognised board. If you want to join Indian Military Academy you must have passed 10+2 (or appearing) in any stream. Your age must be in between 16.5-19.5 years. You must be a Indian citizen or fulfill the following criteria
A subject of Nepal or
A subject of Bhutan or
People of Indian origin migrated from Zaire, Ethiopia, East African Countries of Kenya, the United Republic of Tanzania, Malawi, Uganda, Burma, Pakistan, Zambia, Sri Lanka and Vietnam to settle in India or
Tibetan refugees came to India, to settle in India before January 1, 1962
