No, it is not hard to learn C and C++.
C and C++ are basic programming languages. You must learn basic concepts of addition of numbers, taking user input, processing strings and so on in programming languages. Once you learn these concepts, it is very easy to write programmes on your own. There are many websites and forums to practise programming languages and ask your doubts. You can also go to a good private tutor to clear your concepts.
You can refer to good books like C Programming Absolute Beginner’s Guide by Greg Perry and Dean Miller, C Programming Language by Brain W. Kernighan, C: The Complete Reference by Herbert Schildt, C++ Primer 5th Edition by Stanley B, C++ Pocket Reference 1st Edition by Andrew Koenig, Let Us C by Yashavant Kanetkar etc.
Actually programming languages are interesting enough, once you learn the basic concepts. Then you can go to advanced levels and can learn Java, Python etc and start competitive coding.
Hope this helps.

A public key mechanism is slower than Private Key. Private Key mechanism is faster than public key.
Private Key is Symmetrical and Public key is Unsymmetrical.
