you have not specified any reservation or state quota. If either of them exists, then her chances of getting csc in 3rd round of counselling might improvee.
When it comes to changing the branch in 1st semester. Yes, she can slide to csc after 1st year of her college. Provided, there will be certain criteria to that. that criteria depends on that college. It changes from college to college. But the basic criteria is that she should score reall well. the percentage of mark depends on college. She should be on the top mark. And also there should be the availability of seats in that branch. So we might not be able to say anything now regarding that.

Hi , This is 2021 .. Did you finally get through MIT and did you get CSE? If not which branch were you getting during your counselling?
I understand your problem. First thing that I can clear is that you can give Upsc after graduation only. You can prepare for it after 12th. You need to look at syllabus thoroughly. I recommend you to look at the interview of top performers. This will be helpful.
