The eligibility of NEET MDS 2021 until now is given. Candidates must have a BDS degree awarded by the university or institute in India recognized by the Dental Council of India (DCI) with the approval of MoHFW. Also with this they s hould possess a provisional or permanent registration certificate issued by DCI or State Dental Council . It is mandatory to complete a 12 months internship on or before March 31, 2021. There is no change or relaxations in the above criteria until now. Yes, you can do Telangana State Counselling as this state allows non domicile students to take management quota seat. Outside state students are of Category B. You need to keep a check on the official site of Telangana Counselling for registration of Category B students.

According to your rank and marks, I it's very difficult to say about college..
For government college, I their is no chance looking

Army Dental college , Telangana is one of the most reputed private dental colleges of Telangana. It is not a government college having such seats. Moreover , it accepts entrance exams like NEET and you need at least 60% marks in boards in order to qualify. The fees is around 300000/- per year and total expenditure will go around 12.49 lakhs . You need at least a rank of around 56550 to get admission in this college.

For Army College of Dental Sciences (ACDS), Secunderabad, Telangana, the fee structure for pursuing BDS is Rupees 342,250 per year ( or say it for your first year fees ) But the total fees is around 13 lakhs. It has only 40 seats. And it is a five years course.

Since it is a private institution the counselling will be done by the concerned state authority and though they are entitled to give seats through NEET all India Ranking they do not have reservation based on category.For private colleges, any candidate who is an Indian and has qualified in NEET 2019 can apply. Your Overall Percentile is: 40.27 - 40.67 and when it comes to rank, your Predicted Rank is :837145 - 1012295. Depends upon last years cut-off.
