For appearing in UPSC, you should have completed your Graduation in any discipline. So you can pursue BA in Political Science through Distance Education and still be eligible for UPSC.
D Pharma is a Diploma course. With that you cannot appear for UPSC. But BA is a Bachelor's degree and you can appear for UPSC on the basis of BA in Political Science. You cant pursing Diploma pharmacy in distance education in India because no one college offer this course in distance mode .If you wants to take admission in Diploma course then you can go through mostly regular mode and distance education is mostly helpful for working and experience person if you are fresher then my suggest you must go through the Regular mode where you can learn lots of practical and theory with lots of knowledge.

The minimum qualification required to get admission in BA is 10+2. You have not mentioned if you have passed in intermediate or not. The essential requirement to get admission in IGNOU is that a candidate must have passed 10+2 or its equivalent from a recognized board to get admission in BA. There is no upper age limit. If you have not passed in 10+2 then you need to pass Bachelor’s Preparatory Programme (BPP) from IGNOU to study BA in distance mode.

Hello student School of Open learning (DU) is more preferable than all the colleges mentioned by you as Delhi University is very reputed and it offers you to transfer from open college to regular college if you score well in first year.
Eligibility - candidates must passed or appearing class 12 in any stream from a recognized board.
