You can't appear for neet this year ie 2024 but yoh must start preparing for neet 2025 now itself if yoh interested in medicine.
As per neet eligibility criteria The candidate must have passed class xii with minimum 50 % marks in physics , chemistry and biology. English subject is mandatory, biology is also mandatory. Now you can do one thing , for biology subject you must join NIOS , fill application form , appear for exam and you will pass biology till June 2024.
NIOS is National Institute of Open Schooling. Nios marks are accepted everywhere in India. It is government recognized.

Hope you are doing good ! No there is no as such rule for the admission in class 11th in icse ,the rules are same for most of the boards excluding a few . You need to pass your class 10th from a recognised board and then you can enter the class 11th in icse board .
