Your marks are good but not that much good so you can take admission in Thapar through merit basis. You need minimum 90% to get any of the branch in Thapar for the safe side. And for CSE your percentage should be more than 97%.
As you wants to take admission in electronics and computer engineering so the you need more than 95%.
The data I've given above is for the previous year where only 30% seats are filled by merit bases but this year they take their 100% admission only through the merit basis so may be you can see the fall in cutoff but not that much so that you can get electronics and computer engineering with 78% marks.

This is very difficult to predict because cut off keeps changing every year depending upon a number of factors like

When we go through previous year trend then,
In 2020, in 3rd round of wbjee counselling,
19131 rank for general category got ECE in Techno Main Salt Lake, Sector-V, Salt Lake and
67531 rank got Applied Electronics & Instrumentation Engineering/ Electronics & Instrumentation Engineering in Techno Main Salt Lake, Sector-V, Salt Lake
So, with your13585 rank you have good chance in both ECE and applied electronics in Techno Main Salt Lake, Sector-V, Salt Lake

Sorry to inform you but any rank below 50k in KCET exam is considered a low rank. With this rank you remain with limited branch options so you might not get the branch you want but there are some private colleges where you might get a seat. But don't loose hope, sometimes it depends on luck. You can apply in private engineering colleges for ece branches. You can try

And coming to the branch Electronics and Computer Engineering undergraduate program is a integrated course aimed to combine these two most demanded separate engineering fields to meet the demand and catch best of the opportunities given by the electronic and computer industries in today's world. So answer to your question is yes on the basis of trends in the industry.
But, most important is you interest. Since this branch is the combination of 2 branches so you need to first analyse whether you like it or not. As whichever branch you choose, if you are not liking it then you cannot put your 100% efforts into it and in the end it will take you no where. So choose the one which you want to do. If Electronics and Computer Engineering is your thing then go for it.

But unfortunately, that score would not be for you to secure a seat in ECE or CSE discipline in any government college, unless you belong to some caste category other than general.
