I can't suggest you about the branch with which you should go for as it totally depends upon your interest. As of course you can't waste your four years studying something in which you are not at all interested. So, you should go with the branch in which you feel the most comfortable.
Now, talking about both the colleges then I guess placement of both the BITS are quite same. The highest package offered at bits pilani is 1.4cr per annum and average is about 10-15lpa.whereas, in BITS GOA the average is offered around 6-10lpa.

yes you can change your stream in jamia but the there is not as such formal procedure or online application form .after the completion of your first year you can visit the administration and ask for stream change . they will provide you the application form and guide you further . however you must complete the eligibility criteria .you should need to have good marks in your first year as the seats will be very limited.

see since you are from computer science department , you need a laptop or desktop computer must. however laptop is a good option if you are staying in hostel. now coming to electronics devices, it depends on college projects or technical fest if you want to participate in any of it, students makes small projects which need IC chips, microprocessors, leds etc. so its totally depends on your curriculum and syllabus and your choices to do projects.
however now a days there is many types of laptops , which ranges from 25k-1 lakhs or even more. however you need to consider some requirements to buy a laptop like it must have latest operating system like windows 10, has 1 TB hard disk, processor should be intel i3 or more. if it has preinstalled ms office this would be a plus point. check the reviews before buying any laptop.

IERT Allahbad is fair to do college if you are pursuing B.TECH in Electronics and Instrumentation engineering. Most of the teachers teaching here are IIT/NIT qualified and placement scenario Of this college is also more or less fair. In the department you are asking , the average placement go around 75-80% of the batch and the avg.salary offered is around 4-5 LPA.
Instrumentation engineering nowadays has much scope as other branches of engineering. Mostly their job is to create and develop new control systems, analysis of data management, and testing and Maintenance period. It has emerged over the years as one of the most demanding engineering streams that students take interest in.

However, it would be better if you look through other state level exams or other engg. Entrance exams for getting admission.

The major difference between Electronics and Instrumentation engineering and Electronics and Communication Engineering is the instrument study and communication study . Yeh electronics part of both the engineering is kind of same where you study of Electronics components like transmitter, receiver, BJT etc .while in EIE you also study about Instrumentation which eman study of instrument . It is an industry based engineering that have developed in recent years in India which deal with an installation, automation , calibration of instruments in Industry .
While in ECE you study about the communication field like wifi , IOTs a common example is out Sim cards application and many more . Both branches are good in their sides . If you are from ECE there is a chances of you getting a software company also . The companies providing job to both of the branches are quite same .
Yes, you can definitely apply for Gate Humanities and Social Science. Gate has the special feature whatever field you want you can give your exam. But they are not responsible for any admission process. You have to choose your line. This year two new papers are added- Environmental Engineering and Humanities and social science. So, you can definitely go for Gate Humanities an social science.
