Yes, UPSC examination question papers are bilingual i. e in both English and Hindi except the language papers in mains examination i. e English paper will be in English and Compulsory Indian language paper will be in the language chosen by you
Your UPSC civil services examination consists of three stages
********prelims exam :- it is objective paper and is of qualifying nature , so you just need to at least qualify it to be eligible for mains examination, the score /marks obtained by you in your prelims examination is not added up or used in your final merit. Your prelims exam consist of 2 papers: -

-) general studies II ( csat )
You get 2 hours for each paper
********Mains exam. :- it is descriptive /written examination . There are a total of 9 papers which are listed below:-
-) compulsory indian language.

-) essay
-) general studies I
-) general studies II
-) general studies III

-) optional I
-) optional II
The compulsory indian language and english are qualifying in nature . You just need to qualify them. The marks obtained by you in these two papers will not be counted towards merit list.
*********Interview :- After qualifying mains, you have to go through interview round, and it is more of test of your personality rather than knowledge.

As your question seems not clear that what exactly you are asking. But here if you want to ask that is BSC is compulsory to study in English then yes bachelor of science in many states is in English. But you can do it in your language also. And also there are books of each and every subject available in all the languages.

As per the official website, there are no mention of the English Medium college. See in most colleges, the preference are provided to the student to write either in the local language/Hindi(as prescribed by the university). So there are no such strictness in most colleges. Now as you go in higher education, the books are usually in english until and unless you are studying for any language. So for most cases you need to read from the english medium books as you will not get the variety of books in the regional language. So its better to study in english mode in order to have more choice in terms of resources.

This syllabus will be very helpful in your preparation because it will let you know the topics and chapters which are included in your examination , so go well through your syllabus and plan your studies so that you can score well in your board examination.
And yes , try to complete your whole syllabus at least a month before of your board examination so that you can give your last one month for practicing mock test papers and revision .
Follow the given below tips to score well in your UP 10th board examination :-
---------) Go well through your textbooks
---------) While reading the book, underline the important points and then later make short notes
---------) Do go through the questions at the end of the chapter, just reading is not going to help.
---------) Follow a routine, it should be such that it moves around 3 important things i. e first studying, then practicing questions and finally revision.
---------) Focus relatively more on your weak subject so that you can make them strong
---------) Have daily, weekly and monthly goals like you will complete these topics today , these chapter by the end of the week and these many chapters by the end of the month
---------) Be practical in your approach. For example, if you need 4 days to complete a chapter but you plan to finish it in 1 day from scratch then that's not going to help you, at the end of the day it will give you disappointment and down your morale, so be practical.
---------) Complete your syllabus at least 1 month before your board examination so that you can give it for revision and practicing questions
---------) solve previous year question papers :- it will be really of great help to you because you will know what type of questions are asked in the exam, their difficulty level , examination pattern etc
---------) Go through chapterwise and unitwise test and once you're done with the complete syllabus ,go through full mock test papers. And do at least 5-10 full mock test papers in each subject.
---------) practicing days full mock test papers will let you know the level of your preparation for your board examination .
---------) after each mock test analyse your performance to know your mistakes / weak areas , after that you need to work on improving them in the subsequent mock tests .
