Unfortunately now you cannot change your category to EWS category because you have already applied for JEE-Main 2021 under General category and the correction window is also closed for JEE-Main 2021 so now you have to take all the further steps through General category only because in JOSAA application process also you won't get an option to change your category so now only your CRL rank will be considered for admission along with General category

Dear candidate, at 40 marks in JEE Mains your AIR will be around 380000-270000 and percentile will be around 60. Sorry, to say but you can’t get admission in any NIT/IIIT/GFTIs at this percentile, even if you are from the EWS category. You can use rank predictor:

As you have mentioned that you have secured 89 percentile in JEE mains and taking into consideration that you are from ews category so you have chances to get a seat in vssut burla
The cut off generally stays below 2L. So your rank would be around 1.2L so you have good chances for the core branches in burla like mechanical, chemical, electrical, production.

For qualifying in NEET , students must have to score minimum of 50 percentile for UR and 40 percentile for SC /ST/OBC category . And to get admission in the Good Private Medical college you must score at least 350 marks in NEET UG.
To get admission through 15 percent All India Quota, you should aim to secure 600+ marks in the NEET exam and for state quota seats aim 550+ marks to get admission in government colleges.

There will not be a problem even if you are now going to apply for the EWS certificate after you have submitted your application form because in the application you are not required to provide the certificate.
Just keep in mind that you should get the certificate before the counselling starts because at that time it mandatory for you to produce the certificate in front of the authorities, so that you get the seat in the respective quota.

Dear Student,
In NIT Surathkal you need to pay the fee in semester wise and the fee for one semester is Rs. 62,500 for the B.tech course and after including some other charges it will vary for all semester.
This is the fee for day scholar students and if you choose the hostels also then you need to add around 5K per semester so that your fee will become.
This is the fee including hostel (shared rooms) you need to pay in the NIT Surathkal.

And there is no fee concession in fee for the EWS candidates.

So , in this rank you won't get cse at nit uttrakhand or any branch there because the cut off are way higher.
