If you don't have your EWS certificate right now but you are sure that you will get it by the time of counselling or admission then you can fill up your JEE-Main 2021 Application form with an undertaking for EWS reservation but if you think that you might not get the valid EWS certificate by the time of admission then you should go ahead with General category because that undertaking will not be considered valid for admission.
Suppose you submitted your JEE-Main 2021 Application form with an undertaking for EWS reservation and unable to submit your certificate then your candidature might also get cancelled because of providing incorrect information and false claim of reservation, so make sure to think over it wisely and until and unless you are sure that you will get your certificate by the time of admission, don't go with EWS undertaking.

When you visit on the above link you will find a PDF and on page no.9 there is undertaking format which you have to download and after filling it you have to upload it on the place of category certificate in the JEE-Main 2021 Application form.

No, there is no need to fill another application form for another merit based course instead you can mention both the course in same application form of DU until and unless two course are on different basis like one is entrance basis and another one is merit basis.
You can follow the steps given below to complete your application :-
Step-1 -->> Register yourself on the official website du.ac.in and create your User ID and password.
Step-2 -->> Now login using your login credential created in first step and start filling up the application form with details such as your personal details, academic details and so on.
Step-3 -->> Now you have to upload the documents only in the prescribed specifications that are mentioned below.
Step-4 -->> Now proceed for Application fee which goes like :-
** Registration fee for UR/ OBC - 250 (Non-refundable)
** Registration fee for SC/ST/ PwD - 150 (Non-refundable)
** Registration fee for Sports - 100 (Additional Non-Refundable)
** DU application form fees for ECA - 100 (Additional, Non-refundable)
** Additional registration fee for each entrance-based course for UR/OBC - 750
** Additional registration fee for each entrance-based course for SC/ST/PWD/EWS - 300
List of documents to keep ready in hand before filling the DU 2021 Application form :-
-) Passport size photograph - 10-50 kb in jpg/jpeg/png format.
-) Scanned image of your signature - 10-50 kb in jpg/jpeg/png format.
-) Scanned copy of class 10th certificate/mark sheet to verify date of birth (Self attested) - 100-500 kb in jpg/jpeg/png format
-) Scanned copy of self attested Cass 11th and 12th certificate/mark sheet or self-attested copy of the mark sheet obtained by the school and the board - 100-500 kb in jpg/jpeg/png format
-) Valid SC/ST/OBC/PWD/KM/CW certificate, if required and it should also be Self attested - 100-500 kb in jpg/jpeg/png format

Don't worry dear because there is no need to change the earlier certificate because it will be considered as valid till the admission process but for document verification you have to produce a renewed certificate because at the time of document verification expired category certificate won't be considered valid so make sure to renew it before the document verification process.
And as you have mentioned that you will get your renewed certificate by July 13th so you can easily use it after that and obviously admissions will not be started before August month.
No they will not cancel your candidature because now there is no need to take even the undertaking at examination center because there is no any requirement of it, neither your category certificate nor your undertaking is required for examination until and unless you belongs to PwD category but yes you have to arrange your category certificate any how by the time of admission because during document verification you will have to submit the original category certificate.

If you want to avail the benefits of EWS category, then it is mandatory to submit the valid category certificate issued by the competent authority. But as you mentioned that your certificate will get ready by the end of July and till then registrations will be closed.
So, you can submit your certificate during the counselling procedure as well. There are chances that authorities might accept the category certificate at that time.
But if you get failed to do so then you will be counted as general/open category student and will be refrained from any benefits of EWS category.

Candidates who meet the cutoff will have a better chance of getting into NIT Rourkela via JEE Main. You can earn NIT- R if your rank is between 2000 to 17000 in the category EWS (Home State) and 500 to 6000 in the category EWS (Other State).
