Yes EWS will be considered for ts eamcet,it is implemented in t.s EAMCET till last year they have started accepting 10% EWS category.
If you get below 10,000 in ts eamcet you have chance of getting free seat . eligibility for pursing btech aeronautical engineering is one must pass 10+2 in pcm as main subjects and based on valid score in ts eamcet you can get a admission .
Also you can attend to amecet exams for better options in btech aeronautical engineering.

Hope you are doing great as per the question asked by you yes E.W.S criteria is applicable in every government college across the India irrespective of courses the only criteria that should be fulfilled is that you should have desired certificate and college should be also government else E.W.S quota won't work on private colleges.

I am really sorry to say this but chances of your admission in Allahabad university are low but still I would recommend you to fill the counselling and attend it till the physical rounds of counselling....
Their might be a chance of your admission in Allahabad university in the physical (last) rounds of counselling
