It is highly unlikely for you to get admission in Sardar Patel College of Engineering that too in civil Engineering. Based on your MHT CET Percentile, the rank that you may earned is close to 24000. At such a rank, there is no way that you can get admission in civil engineering in Sardar Patel College of Engineering. Therefore, yes you can go for it by appearing in your state counseling.
As per the previous year cutoff with this rank, The chances seems less to get a seat in all India Quota seats for MBBS programme but you can get state quota seats through state level counseling.

Candidates must note that EWS reservation at all India level will be offered in the central universities only. For the 85% state quota seats, respective state counselling authority will release their own criteria based on which EWS reservation will be implemented. To accommodate the 10% reservation criteria, seats have been increased so that pre-existing NEET reservation criteria is not disturbed.
With effect from 2019, Ministry of Health and Family Welfare has brought EWS quota in NEET-UG admission. As per the official rule, 10% of the seats will be reserved for the candidates financially unsound background. Such candidates must not be covered under any other reservation scheme and the gross family income should not exceed Rs. 8,00,000/-. Clear criteria and guidelines have been issued by the authority based on which the beneficiaries of the EWS reservation will be distinguished

No, If you are OC you don't have chance to get fee reimbursement. EWS certificate optional for OC students.
EWS certificate only gives you a special category for entering college like other students who are in OBC.
