It's quite difficult to make prediction that whether you will get a seat in government Veterinary college or not as cut off marks/rank for medical colleges depends upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 206 marks, you have very low chance of getting a seat in govt veterinary colleges .
As, to get a seat in government Veterinary College even if you belong to it EWS category you should have got at least around 450 marks.

The category ranks are decided on the basis of the category you have mentioned in the application . The last date to make any changes has already passed. Now you will not be able to change your category and your application will go on board as it is. But , you can avail government scholarship after getting admitted in uptu college. So, don't panic everything is going to be alright.
There won't be any significant change in the marks though for UR and EWS category, but, yes there will be a certain advantage to EWS students. Proceed for counselling now and see which seat you'll get.

The cut off of 2019 for veterinary course in government college of Haryana was
UR: 50th percentile and score 701-134
ST/SC/OBC: 40th percentile and score 133-107
UR-PH: 45th percentile and score 133-120
For 2018
UR: 50th percentile and score 691-119
UR-PH: 45th percentile and score 118-107
SC/ST/OBC: 40th percentile and score 118-96
So by analysing the above data, you stand a chance of getting seat.
It is pretty good score, although cut off varies every year there can be slight changes in this year's cut off but you still have chance of getting seat.

I hope you have submitted the certificate that certifies you belong to EWS. If you haven't submitted even this certificate, then your general category score or rank would be considered.
I am sorry to inform you, but now you cannot change the information on you form once submitted. If you are Unable to submit your sub category certificate, but have submitted the major category certificate. then its ok
