According to the category rank you have mentioned in the question you cannot get any of the top NITs as per previous year's cut-offs but yes you can get some moderate NITs like NIT Arunachal Pradesh, NIT Meghalaya, NIT Hamirour, NIT Goa and likewise other institutions if you deserves Home state quota for them. But if not then I would suggest you to sit for some state counselling because in some of the state government colleges you can get admission on such ranks.
Note that the cut-offs are bound to change every year depending upon various factors.

The cutoffs depends on factors like previous year trends, seats available for each branch which may vary with different colleges, the number of students who have applied etc. CSE is a highly demanded branch and with this rank it really difficult to get a government seat according to previous year cutoffs. Even among private college top ones are doubtful but since you belong to MP domicile , under home state quota you may get a decent college. You have to attend the counselling and see. Some colleges you may get for CS are:

Last year there was no separate cut off that was released for EWS Category. General Category cut offs have been used to calculate the eligibility criteria for EWS Candidates as well. But while filling the NEET application form, to calculate eligibility criteria based on aggregate in Physics, Chemistry and Biology, General Category criteria was used. So this is a fix and we might have to wait to see how things unfold. Dear aspirant,
If you don't have EWS certificate then it is necessary that you should apply for it as soon as possible . Although you have cleared cut off in UR in CHSL but since you have applied under EWS so authorities will not entertain the selection under UR . It is necessary to show EWS certificate at the time of document verification.

According to last year closing cutoff rank, you have fair chances to get these branches in these government colleges under UPTU counseling:-
• Bundelkhand University, Jhansi ( B.Tech CSE, MECH and ECE )- last year closing rank for CSE was 40,318 ; for MECH was 70,852 and for ECE was 71,393.
• Institute of Engineering and Rural Technology, Allahabad ( B.Tech Instrumentation and Control Engineering, B.Tech Electrical Engineering and B.Tech Industrial and Production Engineering )- last year closing cutoff rank for ICE branch was 63,811 ; for Electrical branch was 31,376 and for IPE branch was 80,125.
• University Institute of Engineering and Technology CSJMU, Kanpur ( B.Tech ECE, MECH, CHEMICAL and Metallurgical and Materials Engineering )- last year closing cutoff rank for ECE was 50,182; for Metallurgy branch was 56,048; for MECH was 60,519 and for chemical branch was 72,864.
• Rajkiya Engineering College, Banda ( B.Tech MECH )- last year closing rank was 35,382.
• Rajkiya Engineering College, Sonbhadra ( B.Tech Electronics Engineering and B.Tech Electrical Engineering )- last year closing rank for electronics branch was 79,658 and for electrical branch was 49,998.
• UP Textile Technology Institute, Kanpur ( B.Tech Textile Engineering, B.Tech Textile Chemistry and B.Tech Man Made Fiber Technology )- last year closing rank for three of the branches below 70,000

It's difficult to predict the exact possibilities of admission. It depends on the cut-off. Cut-off changes every year. It depends on the lot of factors, such as the exam pattern, the number of students appeared, the number of students qualified, whether you belong to any category or not the, the highest score. It varies from state to state.
However, with 320 marks there is chance of Getty a seat in ews category in 2020 exams. This data is based on the last year's cutoff. Last year the cut-off marks were in the range of 300-320 for ews category.

We do not have 2019 EWS data but in 2019 under State Quota, 644 marks secured a seat in Seth Medical College under General Category. So with 639, you do have chances for a seat in this College. Having said that, this is based on 2019 data and cut offs change every year. Cut offs change every year depending on various factors such as no.of Candidates appearing for the exam, no.of Candidates qualified, top NEET score and difficulty of the exam.
