Dear aspirant ,
EWS certificate in hindi is absolutely valid .But if you taking admission in the southern states that might create a problem. So , i would recommend you convert the EWS CFT in English as at the time of admission and verification of documents it depends on the alloted institute.

You can get many new IIT's in good branches , and apart from these you can also get BHU/Dhanbad in branches like metallurgy , mining etc , as seats have increased this year onwards .
Apart from iit's you can get IIST , RGIPT , IIPE so you can try for them also based on your jee advanced rank . You can also take admission in IISER .

I hope you are doing well . If you don't have EWS certificate then it is better to go and make a certificate. Because you will need it for every exam and post.
Changing your preference because you don't have the certificate is not advisable.

It's quite difficult to predict that whether you will get seat or not as cut off marks for medical colleges keeps changing every year depending upon various factors like number of students that appeared in the exam, kind of marks obtained by them , toughness level of the examination etc.
But when we go through previous data then it suggests that with 460 marks you hold a low chance to get a seat in a Government Medical College
For example, in neet 2019, 504 marks for ews category was the lowest marks to get a seat in a government medical college under west Bengal state quota and it was for MALDA MEDICAL COLLEGE AND HOSPITAL, MALDA

For BDS above 480+ is required. For MBBS 450+ can get you a private college but for government 525 is required. As your NEET score is 482. Your Overall Percentile is: 95.21 - 95.71 and when it comes to rank, your Predicted Rank is :64305 - 76455 . Also depends upon last years cut-off as is varies.

The colleges which will have empty seats will be shown in the list during counselling registration which will begin in December. During the process of seat allotment first the category rank is considered of the student for alloting the seat. If the student doesn't gets seat on the basis of Category rank then the general rank is considered.
So yes, you may get colleges on the basis of your general rank too.

For availing the category of EWS, their is an eligibility criteria. The eligibility criteria says that if your family earning is less than 8 Lakhs per annum and you belong to general category, then you can avail this category. If your caste comes under general category, you can avail the category providing that you meet the other criteria.
