Actually it is a very major problem. You should have a e w s certificate while filling the neet application form. Otherwise you cannot fill it.
In the time of counselling process the e w S certificate will be needed. Not only that in the time of of admission in respective college this also be needed. But if you don't have this, your seat can be cancelled. My my advice is that you should contact to the the helpline of neet to have better assistance.

As per the rules, EWS CERTIFICATE is not required at the time of registration for neet exam, all you have to do is select your category as EWS. During the process of counselling you will be needing the certificate as at that time it's verified. So, dont worry about that all you have to do is get a certificate called Income and Assets Certificate', from your local government authority (Tehsil). and this is the proof that is required to avail the EWS reservation. The designated government officer will verify your documents and issue your EWS certificate.

There is no such rule in fee concession of any category. This quota can only be applicable in seat allotment and 10% reservation. If your family income is less than 2 lakhs per annum then you may get a scholarship or if you get a seat under fee waver scheme then your tuition fees is 100% refundable and you only got to pay extra fees.

According to the marks and category you have mentioned , the predicted rank would be around 7000-11000 in All India Category . This can however vary as rank predicted changes every year depending on the toughness of exam . With this rank your brother can get many decent new iit's like Tirupati , Bhilai , Palakkad , Jammu etc . in good branches like civil , chemical , mechanical etc . Apart from iit's , your brother can also get admission to IIST , IISER , RGIPT IIPE . Although chances of getting cs or circuital branches is less , but you can get other good branches .

The fee of the colleges depends on the marks scored by you. As it has been observed that, colleges having low fee structure has high cut off score and low cut off scores are required in colleges having the fee on the higher side. It would have been much better, if you had mentioned your NEET score also in the question.

As per last years cutoff, i cannot see chances of getting a seat in NITs and same is for GFTIs and IIITs. However, you can try for other state counselings like M.P, Maharashtra, Punjab, Haryana, etc to get into your desired stream.
