So a score cannot say which college you will be admitted. After the announcement of the results, DMER Haryana will publish the merit list and after verification and counseling admissions are done.

Your rank is quite good, so yes there will be chance of getting selected In Plant biotechnology and the cutoff of the course vary approximately between 250 to 230 for general category and for the ews Category it vary between 200 to 160. So yes there will be high chances of getting admission In Bhu.

Category can't be changed during the JoSAA counselling. The details that you have filled in the Application process is final, and there should be consistency regarding that. You could have changed it during the application correction window.
However, if you have the EWS certificate, then maybe you should at least once contact the concerned authority regarding that maybe they could do something.

When it comes to private medical colleges, the fees for government seats in private colleges is very less and they usually follow the fee strucutre prescribed by the government. However, for management seats it depends on institutions. Most of the private institutions have same management fee irrespective of the category the candidate belongs to. In case the fee strucutre varies for categories, then the institituion explicitly mentions it.
In your question you have not mentioned which college you are talking about. However, unless the college has mentioned explicitly that fee for EWS is less, you will have to pay the same amount of fee as general category.

the cut offs change every year depending on various factors however generally the selection depends upon the JEE Main and JEE Advance cut offs, If You manage to qualify the exam by achieving the cut off, You can apply for JOSAA Counselling. It should be noted the cut off for EWS/SC/ST/FEMALES/OBC category is lower than the general category
If you manage to qualify JEE Main Cutoff, You would be eligible for JEE Advance which is the intake exam for IITs as mentioned above.
However It is usually advised to fill the choices as per the preference of colleges and departments, for example CSE in NIT Trichy is your priority followed by CSE in NIT Warangal, you can fill CSE at NIT Trichy at serial number 1 and CSE at NIT Warangal at serial number 2 and so on and so forth. However to get any NIT, you must have qualified JEE Mains and to get any IIT, you must have qualifies JEE Advanced But the previous cut offs of colleges should be taken in consideration, it is better to research over the cut off of colleges then make a preference list of colleges and fill accordingly

Hello student there will be some special reservation for ews Category for medical seats.the government is also giving a sort of scholarship that gives 50% fees of the students whose annual family income is between Rs 2.50 lakh to Rs 6 lakh will be reimbursed by the state government in their respective Aadhaar card seeded bank account
