If I may assume that you are talking about jee mains then with 68.099 percentile it will be quite difficult to get a seat in any government college. You can go for state exams and there you may get government colleges.

Yes (only state level counselling) ,you can avail the benefit of EWS category provided you meet all creteria( documents should be ready at the moment ) by changing your category from Unreserved to EWS in 1 round of state counselling .You have to select 'YES' for ews reservation during the counselling.In case, if you are unable to produce the EWS certificate , then your admission will be counted for admission under General category. Generally AIQ cut-offs are comparatively higher than state quota, with your given marks chances are tough to secure a GMC seat, even through state quota it's difficult, last year 590 marks with respective rank 10252 of secured a seat in GMC Dungarpur, you can explore other options of private colleges or deemed universities.
