1. District Magistrate/Additional District Magistrate/Collector/Deputy Commissioner/Additional Deputy Commissioner/1st Class Stipendiary Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner (not below the rank of 1st Class Stipendiary Magistrate)
2. Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate
3. Revenue Officer not below the rank of Tehsildar
4. Sub-Divisional Officer of the area where the candidate and/or his family normally resides

So your EWS certificate isn't valid as Village Officer is below the rank of Tehsildar.

In response to your question, I'd like to tell you that predicting which top IIT's you can achieve with this GATE Score in XE can be a little tough. This is due to the fact that the GATE cutoff varies from year to year and for different categories of pupils. The GATE cutoff for IITs varies by discipline and category.  While preparing the GATE cutoff for Mechanical Engineering, the authorities will consider the following factors.

1. The difficulty level of the examination

2. No. of candidates appeared in the exam

3. No. of availability of seats

4. previous years’ cutoff trends etc.

Firstly GATE Exam is one of the difficult exams to shape your career into a good frame, warm wishes that you were capable of scoring well. But the fact is the cut off marks can only be predicted but cannot be guaranteed as it depends on factors like

• Your GATE SCORE
• Number of applicants who appeared in the exam
• The seat matrix of the colleges
• The difficulty level of the exam.

But even if you are from EWS category and you scored 43.33 marks, your chances are not that high in the top IITs . But state university's are available which are indeed good options!!

The Economically Weaker Section (EWS) is the section of the society in India that belongs to the un-reserved category and has an annual family income of less than 8 lakh rupees. This category includes people that do not belong to the caste categories of ST/SC/OBC who already enjoy the benefits of reservation.

During your counselling process you have to apply through EWS category and have to submit respective certificate like Family annual income, EWS certification. You also have to give your details about caste and category and if you comes under their eligibility criteria then you will get the benefits of EWS category.
