Hello Aspirant,
See if you did not had your EWS certificate at the time of JEE-Main or JEE-Advance 2021 registration then you must have submitted a self declaration in lieu of EWS certificate so now you will have to produce your EWS certificate for admission means after counselling of JEE-Main or if asked to upload for counselling also you can upload it there but for now you don't have to upload it anywhere.

No you can't get seat in IIT. On 33 marks.
Minimum marks should be 120 to 130 then you get any low IIT colleges.
According to your marks, it is difficult to clear jee advanced even with ews category.
The cutoff marks for ews category students is generally in the range 60-65 marks in total and minimum 5 marks in each subject. That means you have very less or negligible chances for clearing jee advanced.
Also, the ranks in jee Advanced are only declared for those students who have cleared it.

Seat allotment in JOSAA Councelling depends on factors like:
Your profile says you belong to Uttar Pradesh so your home state quota will fall under NIT Allahabad. So with your rank it is difficult to get any college in JOSAA Councelling. I suggest you to apply for UP State Level Councelling. There you could get some colleges .
