Hello,
Since you haven't get your EWS category certificate and further you are not sure about you getting it, it would be good if you change your category to General in NEET phase -2 registration to avoid any hassle later.
If you still proceed with EWS category and couldn't provide certificate for the same, you will be considered under General Category and then based on your rank in the General Merit list, you will get seat .
You would be good to go with EWS category ONLY if you are sure you will get your EWS certificate.

Cut-offs changes from year to year and that's why it is difficult to predict. Cut-offs depends on many factors like category, number of students appeared in the exam, difficulty level of the exam, number of seats available, etc.
For your NEET PG Rank you might get Post Graduation Diploma seat in Private Medical Colleges either through counselling or through Management quota, based on previous year's Closing Ranks, as you have not mentioned your Category, I have considered it as General Category and gave information based on it.

There are no specifications given regarding the EWS certificate in any of the cases that for state counselling you need it to be issued by the state government only. So if you have an EWS certificate then its applicable for all of the cases.

You should have minimum 100 to 110 marks then you get seat in IIT. . In lower IIT.
