To become a Fashion Designer, after 10th you van choose any stream you like but Science with PCM will be most preferable to have many opportunities after 12th. Then, you can sit for any of fashion designing entrance exam and get into the colleges. The courses that you should choose are BFA, B.Des, B.Arch or aby other fashion designing oriented course.

There are following types of courses in fashion designing courses -
Certificate courses - the timd for completing these ranges from few months to 1 year. For example Certificate course in leather design.
Diploma courses - the time to complete these courses ranges from 1-2 years. For example - diploma in fashion design
Graduation courses - the duration of these courses varies from three to four years. For example bachelor in fashion design.

Vicky, we have had these discussions before and so to remind you of the process once again, to become a Model, you need to have an appropriate physique. Height/weight ratio is also considered. So you know the drill how to be fit. Once you are confident enough that you built up a physique that can carry of a look of a Model, you need to get a portfolio done. This is important because it is your Gateway to Modelling assignments. This is going to take a while. Meanwhile, you should appear for Entrance examinations for studying Fashion Designing. You should appear for any of the entrance examinations like NIFT, AIEED, SEED, GD GOENKA DAT, etc. To design something unique, you need to know about the textile and weaves of what you want to design clothes on. And while pursuing the course, you need to parallelly work on building your physique appropriate enough for modelling. And this course will take a while and so you need to be patient and not give up hope. We remember that you belong to Delhi and so you can reach out to people with your Portfolio for local assignments. It is going to be really tough because it is a competitive world out there but because you have been passionate about this, we are sure you will make it. Good luck:)
No you can't do that. You have to do Graduation which will make you eligible for Post Graduation. You can do PG from 12th or diploma.
learning path is :- 10th -> 12-> UG -> PG-> PhD.
requirement for PG :- minimum 50% in UG i.e. BE/BTech in fashion design. along with NIFT score.

Fashion designing is open for all. Yes, you can definitely do it after completing polytechnic. It's all about your skills, creativity level and your interest in the field. I've seen 10th and 12th pass students are joining fashion designing course and doing well in their respective fields.
So don't think too much. Search for the best fashion designing course in your area and go for it.

If you want to pursue Diploma in Fashion Designing, you can join after class 10.
If you want to do BA or BSc in Fashion Designing, then the minimum eligibility is Pass in 10+2 or 3-year diploma in a specialization from a govt. recognized university. In that case, for Bsc, you must complete +2 from science background, if you are interested to do BA then, any stream will do the good.
