The college can be compared on the facilities and placements.According to NIRF ranking we consider its facilities and exposure.The NIRF ranking of NIT Rourkela is 16, NIT Warangal 19, NIT Calicut 23,DTU 36.
As you have interest in Computer Science/Coding then in this case college does not matter as in this field only your skills matter.But the better college on NIRF ranking can provide you best/more opportunities to explore.
Now on the basis on placements the average package of NIT Rourkela is 15.18LPA,NIT Warangal 13.3LPA,NIT Calicut 8 LPA,DTU has 16LPA.
Hence on the basis of Placements DTU is best.I still recommend you to go for NIT Rourkela because it provides you more opportunities than DTU.

In cbit only cse, it and ece students will get 100% placements other branch people will also get but low packages(3.5lpa max) instead of joining production in cbit.

As we know according to branch preference mechanical has higher preference than production branch. It solely depends upon in which part of mechanical engineering you are interested in. I would personally recommend you to take mechanical engineering as you would get a wider scope.

By seeing cutoff of year 2019 it seems difficult for you to get a better branch in the same college you mentioned (NIT AGARTALA) in further rounds of counselling . I'm assuming that you belong to gender neutral otherwise for female category situation will not be the same.
You should keep float option of Josaa counselling on so that may be you'll be able to get other colleges.we don't know how you've filled your choices so it's uncertain to tell you exactly.

see the both of the stream you have mentioned are the combination stream , production engineering has concepts of mechanical engineering, operations research, where metallurgical engineering is combination of chemical and industrial engineering. however none of the stream can not be said as easy stream, but you should chose as per your subjects of Interest. now coming to job prospect there is wide scope in different industry from both of the stream, but the vacancy is comparatively less in public sector undertakings.
