As the competition getting tougher it is advisable to score as much as you can.

The general category aspirants must secure at least the 50th percentile, while SC/ST/OBC candidates must secure 40th percentile. For the year 2019, the scores equivalent to general category was 340, while for reserved category candidates, it is 295.
That mean you should get a rank of 1300 to get seat in MS general surgery

Yes with a state rank 262 you can get a government seat for Orthopaedics or ENT or general surgery if not in the first round but definitely in the second or third round of counselling.

The cutoff last year was 522 marks equivalent to an ALL INDIA QUOTA rank of 14060. Having said this cutoffs keep changing from year to year as they depend on various factors like number of candidates, paper level difficulty, etc.
MNG seats means management quota seats. Some seats are reserved by the management and they charge heavily for those seats. It is almost triple or quadraple times the normal fees. And the cutoff is pretty low comparatively through the MNG quota.
