The only university that accepts JEE scores outside India is the National University of Singapore (NUS). The university seeks par-excellence, academic achievements, (hence the reason that it accepts JEE scores), extracurricular activities, and your SAT score.
Queen University Belfast also accepts JEE scores to admit Indian students, into several courses. However, automobile Engineering is not offered by the university.

Yes, you can apply. But you should know that there are no BTech programs available at Jacob University. It only has a Bsc course available. So you'll be applying for Bsc in computer science.
