Hi rocky, in order to pursue MS from foreign country, you need to be aware of the best countries providing courses in VLSI. For VLSI the best Universities are found in usa, UK, Canada, Germany. Taiwan does not hold many opportunities for VLSI. There are scholarship options available in most of the countries. GRE is compulsory for USA and UK apart from IELTS.
Right now, the major manufacturers of chips are USA, China and japan. So, if you are looking job opportunities, then you have to look much wider. Toronto university offers VLSI course and they have good professors from big universities. Also they have done pretty good research in VLSI, I would suggest you to take a look at it,if you are looking for Canadian universities.
