Germany
Hey there!
First things first, shortlist the countries you plan on pursuing your grad from. Then make a list of schools in those countries, which provide you the course of your interest.
Germany is a very good place for higher studies, along with other European Countries like Italy and Venice. The courses are almost free if you get the scholarships.
And no, you need not study German before hand, you just need to know the basics in order to survive in a foreign land. Also, they will provide you with a one year of foundation course during your first year, where they will teach your German.
Before attempting the IELTS, please look up the requirements of the college which you plan on attempting. Some colleges accept IELTS scores, while some accept TOEFL and some accept both. Also, kindly prepare for the exam properly before attempting. Considering the English eligibility exams takes place every week, take a little preparation time before attempting it. Also, you will have to give the SATs too for taking admission in grad programs.
Hope this helps.

But, there are only few colleges who provide this option and also you will get only two or three streams under M.Arch which are related to civil engineering like urban planning and development. But in abroad as they provide interdisciplinary courses so you have better options and scope.
