Hello,
Both SSC CGL and banking exams require graduation in any stream from a recognized university, since you are a law graduate let me tell you there are also vacancies release in law department of banking exams for which you can apply of course apart from officer posts, if you're interested in banking and have 60% in 10th, 12th and graduation level then try for RBI Grade B Officer, this is the most prestigious post in banking industry, you can also try for PO in IBPS, SBI etc. the level of banking exams are comparatively higher, for example especially for above mentioned posts the quant and reasoning sections are quite tough similar to management level exams, speed and accuracy is the key to success in banking, it requires immense practice, on the other hand SSC CGL too offers great posts, there are field based jobs as well as desk jobs, the criterion to go for SSC CGL or banking depends on you, what kind of job profile you're looking for, also you can have a look at the syllabus to get an idea about which exam suits you, over the past few years both these fields have gained prominence among aspirants, hence the competition too is very intense, today it requires immense focus, determination and persistence to qualify these exams.
Haryana Council of Open School is a registered board, under SR Act XXI,1860 by the Government of Haryana, hence you can definitely apply for government jobs as well as higher studies after passing out from this board as it's a recognized one, you can also visit the official website at https://hcos.in/index.aspx to know more details regarding this.
See if you can crack ssc cgl then you will get a Basic salary of Rs. 52000 + all other incentives. By cracking the exam you can go for jobs like Income Tax Inspector and other departments like CBI etc (there are a lot of departments , you should go through internet).
Also you can sit for State PCS /UPSC. By cracking the exams you can go for civil services posts. Also there can be other exams of state government that can offer you a great salary but unfortunately you don't mentioned it , so i cant help.
I wish my answer helps. All the very best for your future endeavors!

As long as you have clear all your backlogs and have successfully completed graduation from a recognized university, you fulfill other criteria as prescribed by authority like in terms of age factor or if it has specific aggregate requirement, you can definitely appear for government exams, if you're appearing for any government exams which have interview process then you may be asked about this for which you have to be ready to provide a satisfactory honest, but other than it's nothing much to worry about since it's already in the past and there is nothing much you can do to change it, and remember that before reaching interview stage of any exam, you will have to qualify its prior stages, hence you should be confident in your abilities.
