As y haven't specified any particular job that you are applying for. I'm listing the documents that are meant to be submitted in general, for any government job. These are,

1) ID proof, (may be a passport, Aadhar Card, PAN card etc.,)

2) Residential Proof

3) Category / Caste Certificate

4) Education certificates of SSC and 10+2

5) Disability certificate in case of any disability

6) Sports certificate, if any

7) Passport size certificate.

Some jobs may also ask for medical examination certificates, scanned signature documents etc., these may vary from job to job.

Yes, you can do to what you intend to be. As you are a passout student of electrical engineering and wishes to join in State electricity Board it is possible because qualification and the education you have  achieved from IOT, is recognised by AICTE. For which in any kind of government job this degree is valid. After this you can do  specialisation in power.

The answer to this question can vary from person to person but according to me if you a chance and you get selected for PGP program at IIM then you should go for it But first you should ask yourselves that where your interest is aligned. For ex whether you are liking your job, what responsibilities you have at present and what is your aim . If you believe that this will help you to achieve your dream then you should give it a chance. Even after that you will enter into corporate field and will achieve numerous skills.

If you choose to enroll in IIM for PGP or even executive courses for that matter, you will be required to do it in full time basis,  hence it's not possible to continue your studies along with pursuing a government jobs, you can either take a sabbatical regarding this if it's permissible, else you have to leave your job, and come to the campus to attend lectures, doing assignments etc, basically you will have a quite busy schedule, and it demands 100% commitment and devotion on your part to pursue the same, hence it's better you decide what option to go ahead with accordingly.

The answer to your question to a large extent depends on your aspirations, are you happy with your current job, government job definitely provides a financial stability, and this is still a huge thing for lot of people, especially in this time of pandemic, however choosing to go for IIM has altogether different thought process for example are you thinking about shifting to corporate world,  what are your aspirations for the same, why do you want to do MBA and that too from IIM, there is huge competition when it comes to applying for IIM, and your selection too is dependent on various factors such as CAT scores, academic records, your experiences, overall profile etc are taken into consideration regarding this, hence you need to think clearly on this matter what do you want, if you're aiming for a career shift into corporate world, then you have to let go of the financial security of your government job, can you afford to do this or not is entirely your call, hence you need to think in terms of various parameters regarding this, and accordingly decide the same.

Hope you are doing well! If you have an interest in computer related things them go with it,age doesn't matter however if you have preparation then government job is not bad option but there is high competition so you must try in private sector ,they will easily hire you.
