No dear ,if you pass in Practical Examination and fail in theory examination then you don't need to give the Practical Examination again ,you just need to give the theory examination and your marks in Practical Examination will be carried over.
And yes, after passing the theory examination will be eligible for admission in Medical College as will after qualifying Neet.
This is because,
Private candidates i. e student who fail in their 12th examination and then again appear for the exam and pass it are eligible for Neet 2021 provided that they meet the percentage requirement i. e
You must have got:-
at least 50 % in aggregate of PCB i.e Physics, Chemistry and Biology/Biotechnology in 12th examination if belongs to general category
at least 40% in aggregate of PCB if belongs to st/Obc/ Sc
at least 45 % in aggregate of PCB in case of pwd candidates to be eligible.
So, if you fulfill this requirement after passing your compartment examination then you will be eligible for Neet and thus can get admission in Medical College after passing neet
Also,
* to be eligible for neet 2021 one has to be at least 17 years old or more by 31st December 2021
* There is no upper age limit for Neet 2021
* There's no limit for the maximum number of attempts/times one can appear in NEET.

No need to worry about your 12th percentage if you are science student as it is just an eligiblility criteria required for student to sit in entrance exams. But if you are not a science student it would be difficult for you to get a good college.
