Gujarat Secondary Education Board (GSEB) has released the schedule for class 10 exams. As per the Gujarat Board SSC timetable , the exams for secondary and higher secondary will be held from March 14 to 30, 2022 . The exact subject-wise datasheet will be released in January 2022. The first unit test for classes 9 to 12 were held from October 18 to 27, 2021. The second session is scheduled to be conducted from November 22 to May 1. Gujarat Board will conduct the exams in pen-paper mode.

As you mentioned, that you have already cleared your 12th board exams, but you want to attempt the same examination one more time, well yes you can but it will be possible through a Private Institution.
If you do not want to attempt the examination through a private institution then I advise you to consult the college and board faculty and discuss this issue with them.

Firstly in order to appear for NEET, candidates need to attain 17 years as on 31st December of the appearing year, passed Physics, Chemistry, Biology/Biotechnology and English as core subjects, and secured 50% PCB aggregate if one belongs to general category, and this is inclusive of theory and practical, hence as per your given marks that is theory+practical
150*3=450 marks, hence out of total marks your score stands at 251 and your total PCB aggregate comes up to 55.77%, hence you're eligible to appear for NEET, the required aggregate is inclusive of theory and practical.

As though there is no such option for changing stream from science to arts for 10+2. This option is only for 10+1. So either you can appear for arts exam papers through other examination conducting boards like NIOS or you can write an application to your principal regarding changing your stream. If your principal does accept your application then you will be able to appear for your choice of stream examination else you'll have to appear for science exam papers only.
