If your birth place state is Haryana and you are resident of Chandigardh done your 11 and 12 Qualification, Then your local status is considered to be Haryana state because, The candidate who have done their educational institutions from 1 class to 10th class so, their local status considered to be in that state
And rest of 11 and 12 done in Chandigarh is not to be considered as your local status. So, In NEET your state Quota will be your haryana state not Chandigarh.

See, as per the guidelines of Chattisgarh domicile criteria, a student will be considered a native of chattisgarh if he or she has cleared his or her 12th from a state recognized school from any board. Since you mentioned that you have done your 12th from Chattisgarh, so you are eligible to get chattishgarh state reservation quota for NEET .
And as per you score, you can get into some of the top govt colleges of Chattisgarh.

To be honest your chances of getting cse branch in NITs are meagre and not possible because the cut offs are way higher than your percentile. To get cse branch in a good NIT 98.5 + percentile is a must
But for Haryana government college , you have fair chances to get cse branch in that college as per the previous year trends. The cut offs also depends of certain conditions like choices filled by the candidates, number of vacant seats in college, previous years cut offs and toughness level of the paper .

To apply for 85% State Counselling of either Punjab or Haryana, you must need to have Domicile Certificate made from that particular state.
As you have done your +2 from Haryana but you've not mentioned from where you have passed your 10th? So, to get your Domicile Certificate of any state you have to give both 10th and 12th from that State only and should be residing there for atleast 5 - 10 years before.
Permanent or temporary address don't matter much for Domicile Certificate. You just have to be a resident of that State from past 10 years ago approx.
So coming back to your question, as you've done your 12th from Haryana so you definitely can't opt for 85% Punjab State Counselling since you can't have your Domicile Certificate from Punjab as it don't follows the conditions explained above.
Better you go for AIQ Counselling or if you've Domicile Certificate of Haryana then apply for that.

The vacancy seat matrix
Now with 22908 category rank, it would be somewhat difficult to get YMCA Faridabad but if you opt for the less likely chosen streams then it would be better. Apart from that the closing rank of the institutes vary every year, hence it was a prediction based on historical data.

Getting a govt seat would depend more on the rank you will be getting in NEET 2022. But going by previous year's data you may expect a MBBS seat in semi- government medical college.

For being eligible under OBC category you need to get a central OBC certificate , which is OBC-NCL (Non creamy Layer). Also the certificate must be valid as per the given date and year, i.e it should not be issued before a particular date or time.
