I'm providing you domicile certificate eligibility criteria for neet for all these states and UT below, you can read those and then decide
HARYANA
The domicile criteria for NEET in Haryana state that the candidate must be a bonafide resident of the state of Haryana, which means the candidate should have resided there for a minimum of 10 years and should have studied under any board, CBSE, HBSE, AICSE or Open Haryana Board.
Punjab
Only bonafide residents of Punjab are eligible for the 85% state quota seats through Punjab UG NEET admission . However, exemptions from this rule are given to:
Candidates whose parent/s were working with the Central Govt. of India/ Punjab Govt./ or All India Services and have now passed away.
Candidates who are children/ dependents of Central Govt. Employees (now not alive) who were posted in Punjab for at least 2 years out of 3 immediately preceding the year of passing Class XII or equivalent, but were posted outside of Punjab for some time during this period.
Candidates born in Punjab who are children of late Defense/Para Military Personnel.
Candidates who are children of Defense Personnel posted in Punjab.
Candidates applying under the NRI/ Minority quota are also eligible to avail the state quota seats.
Chandigarh
Students who meet the following NEET criteria may be eligible for 85% state/ UT reservation in the medical colleges in the Chandigarh NEET admission 2022 :
Aspirants who have studied in schools recognized by the Chandigarh administration and situated in the Union Territory of Chandigarh, as regular student.
Candidates whose parents are residents of Chandigarh for the preceding 5 years from the date of NEET application.
Candidates whose parents are employees of Central/ State Governments on deputation to Chandigarh, including Govt. employees of Chandigarh administration or working in autonomous bodies/ companies where Chandigarh administration has 20% or more stake. They should have resided for the preceding 3 years from the date of NEET application
For haryana you need residential certificate that she is leaving from 10years. Which is not possible for you, so it's better that she get admitted in Punjab and you are resident there so you might get domicile certificate also.

Chances of getting admission for government medical colleges for the above mark is less. You need to score a minimum of 500+ to secure a government seat. Even in private medical college also you need to get 450+ according to previous year trend. With 280 mark you can get admission in deemed colleges. But as it have fees its better to drop one more year so that you you could prepare more . So, with regard of you're query. With your anticipated grades, it will be quite challenging for you to secure a government MBBS seat in the AIQ and Haryana state quota counselling. The general category cutoff for state counselling at Shaheed Hasan Khan Mewati Government Medical College, Nalhar, is around 600 marks. While 611+ marks or above is the minimum required score for general category students in all India quota counselling.

According to State Counselling 85% of the seats are reserved for the State quota. To apply through state quota you need to have a domicile certificate for that particular state. Domicile Certificate is issued by State Government which proves that the person having domicile belongs to that particular state. For admission in any medical course through Government Quota you need to have this certificate. This can be beneficial for you, as this can increase chances of your admission in your state.

Haryana state quota cut off marks for govt MBBS college in EWS category was AIR 16882 and 605 marks in second round counseling. There was not much difference in mop up round also there was only decrease of 2-3 marks.
If we look forward to neet 2020 cut off marks for your category then it was 599+ marks to get govt MBBS college.
So by seeing last two year trends i can say there will be very hard chance that you will get govt MBBS college in Haryana state quota counseling. Although you are not so far behind so you can try your best.
You will have low chances in all india quota counseling also but we can't say much till the neet results get declared and we get the rank.

Please read my answer very carefully.
According to National Testing Agency (NTA), the student is called to be Domicile of that State from where he/she has completed his/her 10th as well as 12th Board . Along with it, you have to make your Domicile Certificate from Tehsil Office of your area.
To make Domicile Certificate, the resident must be residing in that particular State irrespective of the district or City from 10 Years . This number of year varies from State to State. But, 10 Years is minimum required. Also, his/her schooling and 12th must be completed from that particular state only and not from different state. If this happens, then you are not eligible to make Domicile Certificate of yours.
In your question, you have mentioned that your daughter has completed her 10th from Haryana. Then, only if she has completed her 12th also from Haryana, she will then only be eligible for Haryana State Quota (85%) Counselling.
Please don't assume yourself as a Domicile of Himachal Pradesh.
