No, the Central University of Himachal Pradesh does not provide either B.sc major degree or B.sc honours in zoology or botany.
It only provides B.sc honours degree in Physics with total fees around Rs. 9000.
It only offers a Master's degree in Botany & Zoology. You can pursue courses like BBA, BA or B.tech here.
If you want to pursue your bachelor's degree in Botany or Zoology then please lookout for some other university that may offer the course of your choice.

Now considering all this parameters, its very sensible that JUIT will be better for BTech. Now if you consider the infrastructure, JUIT has better lab facilities as well as library facilities. Again the curriculum for JUIT is very well balanced as well as it has some of the field training program which can be really instrumental for getting jobs. Now the placements in both the colleges are similar although JUIT have the media package slightly higher than JUIT.
The teachers are very good in both of this but the qualification of teachers are better in NIET than that of Jaypee.

Since you have done your 10th and 12th from Himachal Pradesh, that means your home state for PCS and any other exam would be Himachal Pradesh and not Uttarakhand. This means that Himachal Pradesh will be your home state quota. You obviously won't get state quotas from two states.
